Even though King Idris had begun to slowly increase the military assets of the regular military by the end of 1962, the Libyan Royal Army was an army in name only. Starting with some minor patrol boats for a newborn navy in November 1962, and some transports for a fledgling air force in August 1963, King Idris began to modernize the Libyan military very slowly.  However, by the time of Qadhafi's coup in September 1969 the Libyan Rpyal Army was still militarily insignificant, with less than half the manpower of the Libyan paramilitary police -- and the Army generally had nothing more than small arms at their disposal.*

In game terms, the regular army units prior to September 1969 should never be coordinated with any police units, or with any artillery or guns of any kind.  They should only have soft-skinned vehicles to use: trucks, jeeps and Land Rovers.*

After Qadhafi's coup, the military grew at a fantastic rate, at times there was more modern hardware than soldiers to use it.  By 1986 Libya was the most mechanised of all Arab militaries, and was more than twenty times the size in manpower that it was in 1969.*
